Substantive Change Process

Any accredited baccalaureate, master's, or practice doctorate programs planning to offer a new program option, such as a branch campus or online option, must utilize the Substantive Change Proposal Template.

For each substantive change application there is a $1,250 fee. To complete payment, review the Substantive Change Fee Payment Instructions.
